As artificial intelligence (AI) rapidly advances, the question of how to govern these technologies has become pressing. Different global regions are developing their own standards and regulatory frameworks to manage AI’s deployment and impact. However, the diversity in these approaches raises important questions about global harmonisation, ethical considerations, and the potential fragmentation of AI regulation and governance.
The EU’s AI Act: leading the charge
The European Union (EU) has positioned itself as a leader in AI regulation with the development of the AI Act, which aims to create a comprehensive framework for AI governance. The Act categorises AI systems into four risk levels: unacceptable, high, limited, and minimal. Systems deemed to pose unacceptable risks, such as those involving social scoring by governments, are prohibited outright. High-risk AI systems, which include biometric identification and critical infrastructure management, are subject to stringent requirements including transparency, accountability, and robustness checks.
The EU’s approach is characterised by its emphasis on human rights and ethical considerations. In contrast to the EU’s centralised and comprehensive strategy, the United States has adopted a more decentralised and sector-specific approach to AI regulation. Rather than a single, overarching AI law, the US relies on a patchwork of federal and state regulations, alongside guidelines from various agencies such as the Federal Trade Commission (FTC) and the National Institute of Standards and Technology (NIST).
The US approach is primarily driven by the need to maintain its competitive edge in AI innovation. There is a strong focus on promoting industry self-regulation and encouraging innovation through flexible guidelines rather than rigid laws. NIST’s AI Risk Management Framework, for example, provides voluntary guidance to help organisations manage risks associated with AI without imposing mandatory compliance.
However, this fragmented approach has been criticised for potentially creating inconsistencies and gaps in AI governance, especially when compared to the more unified strategies seen in other regions. The lack of a comprehensive federal AI policy also raises concerns about the US’s ability to address the broader societal and ethical impacts of AI, such as bias, discrimination, and privacy issues.

China’s approach to AI governance is markedly different from those of the EU and the US, reflecting the country’s broader political and economic strategies. The Chinese government has embraced AI as a cornerstone of its national development, with a strong focus on state control and strategic deployment. The country’s AI governance framework is closely aligned with its broader objectives of enhancing national security, economic growth, and social stability.
China’s AI standards are heavily influenced by its state-led model, with regulations that ensure AI technologies align with national interests. This includes stringent controls on data usage and an emphasis on AI applications that bolster state surveillance and social governance. The Chinese government has also been active in shaping international AI standards, seeking to export its governance model through bodies such as the International Organization for Standardisation (ISO) and the International Telecommunication Union (ITU).
While China’s approach allows for rapid deployment of AI technologies, particularly in areas such as surveillance and facial recognition, it has raised significant ethical concerns. The emphasis on control and surveillance, coupled with limited transparency and public accountability, has led to international criticism, particularly regarding human rights implications.
The UK: balancing innovation and regulation
The United Kingdom’s approach is to position itself as a global leader in AI development while advocating for a balanced regulatory framework that fosters innovation. The UK government’s AI Strategy, launched in 2021, focuses on driving growth and innovation in the AI sector while ensuring that AI technologies are developed and deployed in a way that is ethical, transparent, and accountable.
Central to the UK’s approach is the creation of an AI Standards Hub, which aims to position the UK at the forefront of global AI standard-setting. The UK has also emphasised the importance of public trust in AI technologies, with initiatives like the Centre for Data Ethics and Innovation (CDEI) playing a key role in advising the government on the ethical use of AI. The UK’s regulatory framework is characterised by its flexible, pro-innovation stance, allowing for the rapid adoption of AI technologies while ensuring that ethical considerations remain a top priority. However, this approach also faces challenges, particularly in aligning with more rigid regulatory environments such as the EU, and in addressing concerns about the potential for regulatory gaps.
The African continent: navigating challenges and opportunities
Across the African continent, the development of AI standards is still in its nascent stages, with significant variation in approaches depending on the country and region. However, there is a growing recognition of the importance of AI in addressing the continent’s unique challenges, particularly in areas such as healthcare, agriculture, and financial inclusion. Countries like South Africa, Kenya, and Nigeria have begun to develop national AI strategies that focus on leveraging AI to drive socio-economic development while addressing issues of inequality and digital divide.
The African Union (AU) has also initiated efforts to create a cohesive continental framework for AI governance, emphasising the need for AI standards that reflect the continent’s socio-economic realities and cultural contexts. However, the continent faces significant challenges in terms of digital infrastructure, skills development, and regulatory capacity, which could hamper the effective implementation of AI standards. There is also a concern about the influence of external actors, particularly China and Western countries, in shaping the AI landscape in Africa, which may not always align with the continent’s needs and priorities. Nevertheless, the potential for AI to contribute to sustainable development in Africa is immense, and efforts to create tailored AI standards that address these opportunities are gaining momentum.
Other global players: diverse approaches and challenges
Beyond the EU, US, China, the UK, and Africa, other regions and countries are also developing their own AI standards, each reflecting unique cultural, economic, and political contexts. Japan, for instance, has focused on the ethical use of AI in its Society 5.0 initiative, which aims to integrate AI into society in a way that enhances human well-being. Japan’s approach emphasises collaboration between government, industry, and academia to create AI standards that support innovation while addressing ethical concerns.
Similarly, Canada has taken a proactive stance on AI ethics, particularly in the realm of algorithmic transparency and accountability. The Canadian government has introduced the Algorithmic Impact Assessment (AIA) tool, which public sector organisations must use to assess the risks of AI systems before deployment. This reflects Canada’s broader commitment to maintaining public trust in AI technologies.
In contrast, countries in the Global South face distinct challenges in developing AI standards. Many of these nations are grappling with digital infrastructure problems, limiting their ability to participate fully in the global AI landscape. However, there is growing recognition of the need to develop AI governance frameworks that address local needs and contexts, particularly in areas such as agriculture, healthcare, and education.
Is the future global harmonisation or further fragmentation?
The diverse approaches to AI governance across different regions highlight the complexity of achieving global harmonisation in AI standards. While the EU’s AI Act may set a high benchmark, its requirements may not be easily adopted in other regions with different socio-economic and political contexts. Similarly, the US’s flexible, innovation-driven model may clash with the more controlled and state-centric approaches seen in countries like China.
The key challenge moving forward will be to find a balance between these differing approaches, ensuring that global AI standards are both effective and adaptable to various contexts. International cooperation through bodies like the ISO and ITU will be crucial in this regard, as will dialogue between governments, industry, and civil society to align on core principles such as transparency, accountability, and human rights.
While the path towards global AI regulation and governance is fraught with challenges, it also presents an opportunity to create standards that not only foster innovation but also safeguard the values that underpin human society. The emerging AI standards around the world, though varied, are collectively shaping the future of AI, and the need for thoughtful, inclusive, and globally coordinated governance has never been more timely.
