Is the future of AI Physical AI?

Artificial Intelligence has evolved rapidly over the past two decades, what began as systems trained to identify patterns in data has now extended into AI agents capable of reasoning, acting, and even generating content with human-like fluency. As we look to the future, a critical question arises for both public and private sector: is the future of AI going to be physical? Phase 1: Perception AI – the foundation of understanding

The first wave of practical AI applications focused on perception – the ability of machines to recognise and interpret input data such as speech, images, and patterns. These systems don’t “understand” in the human sense, but they have become extraordinarily good at classification tasks and structured prediction.

Perception AI is now a mature field, embedded in everyday technology. It works in the background to enhance user experience, streamline operations, and automate decision-making in structured domains. But its scope is largely reactive: it interprets, but it does not create or decide.

Phase 2: Generative AI – content creation at scale

The next leap – the one that really grabbed the general public’s attention – came with generative AI – systems that don’t just recognise data, but generate new content. Models like OpenAI’s GPT series, Google’s Gemini, and image generators like DALL·E and Midjourney marked a shift from perception to creation.

But even in its most sophisticated forms, generative AI is still non-agentic. It does not act independently or hold long-term objectives. It responds to prompts, often impressively, but always within the boundaries of its training data and instructions.

Phase 3: Agentic AI – reasoning and action

The third and current phase is agentic AI – AI systems that can take actions, pursue goals, and interface with environments or software systems. These agents combine perception and generation with decision-making capabilities, creating a new layer of utility.

Emerging forms of agentic AI

  • Coding assistants like GitHub Copilot and Replit’s Ghostwriter help developers write, debug, and refactor code in real time.
  • Customer service agents powered by conversational AI are now handling complex interactions, including complaints resolution, account management and transaction support.
  • Healthcare and education agents are being trialled to assist with triage, patient onboarding, student tutoring, and even diagnostics.

Agentic AI typically integrates large language models (LLMs) with tools, APIs and workflows, enabling autonomous or semi-autonomous task execution. In the enterprise, this introduces exciting new possibilities – but also raises governance questions around safety, trust, and oversight. Notably, agentic AI has prompted the rise of AI orchestration platforms, designed to manage multi-agent systems, route tasks dynamically, and ensure safe operation. For leadership teams, this means preparing not just for standalone AI tools, but for increasingly autonomous systems that act on behalf of humans.

Phase 4: Physical AI – from simulation to embodiment

This brings us to the frontier: physical AI, where intelligence is no longer confined to screens or servers, but embodied in the real world. While robots have existed for decades in manufacturing and logistics, today’s AI-powered robots represent something different. They are not just programmable machines, but adaptive, perceptive, and increasingly general-purpose agents capable of interacting with dynamic, unstructured environments.

  • Simulation-to-reality transfer: Robots are now trained in virtual environments at massive scale before being deployed in the real world, shortening development cycles and improving safety.

  • Warehouse robots that not only move items but can visually identify stock, make routing decisions and collaborate with human workers.
  • Healthcare robots assisting with the care of the elderly, rehabilitation, or mobility for patients in hospitals and homes.
  • Agricultural bots capable of monitoring crops, applying fertiliser, or detecting disease at the level of individual plants.
  • Disaster response units navigating unstable environments, from earthquake rubble to wildfire zones.

As physical AI becomes more capable, the line between digital and physical services is beginning to blur. AI is no longer just a software strategy – it’s now an operations strategy.

Implications for leaders: from strategy to deployment

For private and public sector leaders, the shift towards physical AI is more than a technical development, it challenges existing models of service delivery, asset management, workforce planning, and regulatory compliance.

Five things to consider:

1. AI strategy must be multimodal and multi-domain – organisations need to integrate perception, generation, and agentic capabilities to fully leverage physical AI. That means investing in interoperable systems, data infrastructure, and cross-functional AI literacy.

2. Physical AI will impact workforce models – from transport and healthcare to agriculture and defence, the deployment of physical AI may lead to task automation, hybrid job roles, and new workforce demands in maintenance, training and supervision. A proactive skills strategy is essential.

3. Infrastructure and procurement will evolve – public and private sector buyers will need new frameworks for evaluating, piloting, and scaling physical AI systems – from robotic fleets to autonomous vehicles and drones. Procurement may need to address cybersecurity, liability, lifecycle costs, and ethical standards.

4. Regulation will lag inevitably behind innovation – unlike software-based AI, physical systems can cause real-world harm. Leaders must anticipate the regulatory gap, especially around safety, accountability, and public trust. Self-regulation, sandboxing, and collaboration with standards bodies will become critical.

5. The AI-human interface becomes physical – as robots and embodied AI interact directly with humans, questions of design, accessibility, and social acceptance become strategic. Emotional intelligence, cultural norms, and physical safety all play into deployment success.

Challenges ahead: scaling, trust, and coordination

While the potential of physical AI is significant, so are the challenges.

  • Scalability: Moving from bespoke prototypes to scalable, robust solutions remains difficult. Physical systems must operate reliably in unpredictable environments.
  • Trust and safety: Physical AI must be trustworthy, explainable, and safe by design. Incidents involving autonomous vehicles or medical robots can damage public confidence.
  • Interoperability: Seamless coordination between physical AI, human workers, digital systems and cloud infrastructure is non-trivial.
  • Cost and return: Capital costs for physical AI are higher than for software-only tools. Leaders must be clear-eyed about the return on investment, maintenance cycles, and pathways to cost-effective scale.

Is physical AI the future then – or just one future?

While it’s tempting to declare physical AI as the inevitable next chapter, the reality is more nuanced. The future of AI is likely to be hybrid – blending digital intelligence, agentic systems, and embodied machines in varying configurations depending on sector, geography, and risk appetite. In high-touch, high-stakes domains like healthcare, construction and defence, physical AI may play a central role. In knowledge industries or purely digital businesses, the evolution may focus more on advanced agents and orchestrated services. Nonetheless, one direction of travel is clear: AI moving off the screen, into the world, and closer to us than ever before.

Senior executives and policymakers have a clear window to shape how physical AI develops in their organisations and jurisdictions. That means:

  • Experimenting with pilot projects in controlled environments.
  • Collaborating across departments and sectors to share data and insights.
  • Investing in the digital and physical infrastructure needed for deployment.
  • Preparing workforces for hybrid roles.
  • Engaging with regulators, suppliers, and the public to align expectations.
